According to the above, I should have received an invitation March 29, 2023.. Am I misinterpreting something?

Was your profile transmitted and submitted? Unless it was actually in the pool it is highly unlikely to not receive an invite.

Nope, not specific to NOC codes. Very hard to say what's wrong with your profile without looking at it. You can also get an RCIC to take a look at your EE profile and get their thoughts. You are missing out on draws with this issue and your score has been competitive for the last month or so.
