I created my EE profile with the score as 413. I have not fully completed my 3 years of work experience (will be eligible only during December 29th, 2017) But my profile has given me additional 25 points under the TRANSFERABLE SKILLS AND FOREIGN WORK EXPERIENCE CATEGORY. If I get an ITA should I accept it or decline?

If you wish to claim points for 3 years of work experience then you should not submit your eAPR until after Dec 29th.

Only after Dec 29th you would technically have your 3-Years of foreign Work Experience correct?? Then only submit your eAOR after Dec 29th. Good luck.

Okay thanks! What does an eAOR mean? So should I accept an ITA if I get one in the next round?

Accept the ITA if its for 413(or below), else accept the ITA once you complete 3-Years of experience. eAOR is an acronym for "Electronic Acceptance of Receipt". This is once you submit your PR App after receiving the ITA to apply. Good luck.
