Is parents allowed to go with such a minor child or not. If not can parents apply for visitor visa of canada along with application.what will be the chances. Aa per site it is mentioned that if both parents allowed to go canada then one of them is allowed to work and visa will be of open work.permit...pls.suggest

Not aware of any program that allows parents to accompany minors that allows parents to work unless I missed a recent change. Maybe share the link here.

A parent would need to either have their own study permit to allow any accompanying spouse to work or find an employer to sponsor an LMIA application. As visitors for sure you cannot work at all plus at 5 years old what is your expectation to stay in Canada assuming you cannot work as visitors are you expecting to stay through age 18 ?
 
Unlikely (closer to zero chance) a parent(s) could obtain a visa for 12 year to accompany the child. That’s one of the reasons they talk about students having guardians in Canada other than the parents.

There is no such program. The site you were reading must be a scam. The parents are not allowed to accompany the child to Canada. Neither parent can obtain a work permit. Only the child is permitted to travel to Canada.
