I applied for covid public policy to restore my status as a student last December 20.
I never received a reply
My classes started yesterday

Despite showing my receipt that I applied for restoration the school says I cannot start because i do not have implied status
He says im still out of status until CIC restores it
 
Showing a receipt that you applied for restoration is not a study permit. They were correct to not let you start. What is your status now if you don’t even have implied status?

Basically implied visitor status until decision is made. Means he can't study or work

Your school is correct. You are out of status in Canada (you do not have implied status).

As your school explained, you will continue to be in Canada without status until restoration is approved.

It makes sense that they did not let you start studying. You aren't allowed to study while out of status.

I mean as long as their restoration is in progress they have some kind of status and do not have to leave Canada

No, they don't actually. They remain out of status while waiting for restoration. Yes, they can remain in Canada, but they don't have any kind of status.
