You will need to contact the schools where you are planning to study to see what scholarships they have for international students.

Generally speaking, scholarships are only available at the Master's and PhD level.

First is to get admission to a school, and then work with school on possible bursaries/scholarships. As mentioned you may get funding if completing a Masters/PhD.

I am interested to excel in PhD program in any of Canadian Institutions. I have no information about the institutions that give admission for "English for academic/ESL/EFL "field. Media and communication in Master's program could also be my alternative plan,if the PhD program is difficult, to join Canadian institutions.

You'll have to do this research yourself by researching universities in Canada and what programs they offer through their websites.

If you don't want to do this research yourself, then you should look into hiring an immigration lawyer or consultant to assist you.

So since you have a Masters then research PhD programs in your field. No one can do the research for you. You will still need to show your own funds.
 
Even with a scholarship you are usually required to show some of your own funds to qualify for a study permit.
