I just checked CIC website for citizenship ceremonies in Ontario. Scarborough is even not on the list:

tell me the applicant from brampton.. which city they get ceremony. and what is the local office assigned for case processing..

I'm not sure. I believe that applications are processed in CIC office closest to your home address. Good luck.

Scarborough is the slowest among all processing centers.

I think that Scarborough office is processing applications pretty fast (from date delivered to test/interview date).
The citizenship ceremonies schedule is most likely based on the availability of Citizenship Judge.
There are only 13 Citizenship Judges in entire Canada (soon to be 11).
