I am residence of india my younger brother is already at saskatchewan REGINA as Permanent residence with his family. By profession i am an Electrical technician & working from last 15 years.
I already given IELTS and got 5.5 bands. now i am eligible for pnp with my brothers 20 points.
My question is that saskatchewan immigration site showing that it need to provide a letter of approval from the Saskatchewan Apprenticeship and Trade Certification Commission (SATCC).
I am seen one more line on site:-

So i have already Red seal Exam Approval from British Columbia.They access my experience and enquire from my company.I tried two times for tourist visa to write exam but canada embassy at delhi refused my visa evan i wrote them in detail about all and beg them permission at least two months with single entry visa but they refused.
Now i have approval for writing the exam is it enough for pnp file to be submit in saskatchewan. I need to apply but i don't know what is the meaning of approval of exam or trade certification if i am out side of canada.
