RX-1 visa with permanent resident means

Hi,
I recently got my Rx-1 visa with Permanent Resident a few days after by a significant change of determination letter for refusing PRTD and reporting to RO .
My submission is :
1. When should I move to Canada as the visa is valid for one entry with 6 months validation?
(My PR renewal file is still pending with local office from dt of applied Dec.2017 and shows status "in process")
2. Pl. suggest what should my next step as determination letter indicates to Notice the appeal against this decision within 60 days.?

Any other tips would be sincerely appreciated as well
