Hello everyone!
I'm a February 2014 applicant, my visa office is Manila and I am Japanese, being sponsored by my Canadian husband.
Today I got my first email from the VO in Manila - they asked me to provide a Russian Police Certificate within 45 days.
The original Russian Police Certificate was sent with my application and it was 2 months old when the application was received by CIC so I do not believe it was expired. (It has to be issued within 90 days, right?) Also, I sent 2 other police certificates (from Japan and the US) which were dated around the same time, and the Manila VO did not ask for them.
I am wondering - did they lose the police certificate? (Never received it at all?)
- did they receive it but they now think it's too old?
- did they receive it but they didn't like it???
By the way, the Russian Police Certificate was issued by the Russian consulate in Tokyo. I wondered if the Manila VO expected to see a Police Certificate issued by the Ministry of Interior Affairs. (If I were a Russian citizen in Russia I would apply for a PC at the Ministry of Interior Affairs and they would issue it.)
Adding to my problems is the fact that I am no longer in Japan; I am in Canada visiting my husband and the Russian consulate in Toronto says that for someone to request a PC there, they need to prove they have a right to reside in Canada. (I am from a visa exempt country so I do not have a Canadian visa either.)
I also am highly skeptical about how much good it would do for me to fly to Japan and go to the Russian consulate again. Last time (the first time), they first refused my request for a PC, saying I must go to Russia and request a PC from the department of the Ministry of Interior Affairs at my registered address. After much arguing, they accepted that no department in Russia would allow me to do that, as I have no registered address there. (I have not lived there in a few years.) They then said the PC will be ready in 3 weeks, then they said it wasn't ready, then they took the phone off the hook I believe. For the next 4 weeks I called them daily and they either had a busy signal all the time, or they hung up as soon as they picked up. (The email address listed on their website bounces.) After about 7 weeks I finally got the PC, issued by the Russian consulate.
Sorry if this post sounds like a frustrated rant, but I'm wondering if any other non-Russians out there has had experience obtaining a Russian police certificate from outside Russia, and if it was rejected by their VO. I'm kind of at a loss of what to do.
