I am still waiting for ecopr, I made the declaration on Saturday 3-4 days ago, and uploaded the address and photo yesterday

I got reply for my webform as follows

• Your application meets the eligibility requirements under the immigration program for which you have applied.
• The background verifications have not been initiated.

Did I pass eligibility ? I was under impression, if bgv status changed to "IN progress" eligibility is passed ?
