RQ Montreal- what is the delay time?

It's not a test notification, it's a useless piece of paper CIC has been sending starting December this year to everybody with pending RQ on file.
For RQ resolve you can vaguely expect something like 1-1.5 years or more, but conditions always changing, so in the end it can be faster or slower.
You can check table in my signature for some RQ timelines to get some sense-- pre-test RQ dates are in orange, post-test in black. A lot of people who got RQ in 2012 still waiting for test.
