If you are claiming points then yes. My spouse submitted it. But our consultant told us that it's important for the primary applicant and not so much for the dependent.

For co-applicants, you get points for work experience only if it has been gained in Canada. If you are claiming points for spouse's Canadian work experience, then yes, you need to get the reference letter in that case.
