Right of Permanent Resident Fee

Hello,
My spouse and I are going through the Immi process.
My spouse lives with me in Canada and her son lives overseas.
We are not now adding her dependent to the application.
The other day we received a letter from CIC stated missing information...
such as RPRF and overseas dependent fee.
My question is do i have to sent the fees together or the RPRF separate.
The CIC letter that was sent to us does not explain in detail what goes where.
I called the CIC call center with no avail and they just say to follow the instructions
stated in the letter....

Is this an outland application?
If so choose 'Immigration Applications for Persons Outside Canada '
Then 'Right of Permanent Residence Fee ' and 'A family member of the principal applicant who is less than 22 years of age and is not a spouse or common-law partner' under family class. Total should be $640

If this is inland choose 'Immigration Applications for Persons in Canada ' then 'Right of Permanent Residence Fee ' and ' A family member of the principal applicant who is less than 22 years of age and is not a spouse or common-law partner' under family class. Total should be $640

Then go here http://www.cic.gc.ca/english/information/fees/index.asp and follow the online instructions to pay.

I would also recommend reading the letter again carefully.
