1. Our application was returned due to incomplete docs
2. Reason for return was we did not include the bio page of the passport 4 years prior to the application
3. We got our renewed passport in Jan 2015 - that is all we submitted
4. The application package was received in NS on Feb 20, the date of their cover letter was Feb 23, the stamp on the envelope back to us was Feb 24
5. I received the mail either Mar 2 or 3

Some observations:

a. They wrote in clear form - reason why the application was returned
b. They included an Annex A - Option 1, I/we are re-submitting our application with the incomplete docs, Option 2, we would like a refund, you need to sign off on the option you want
c. The front page of the application form was already stamped received on Feb 20
d. Our photos were in a clear plastic stapled and glued on the area where the photo is placed
e. The person who triaged our docs, had his/her initials on Annex A

FYI to all for those who would like to know

PS: Instead of a Feb applicant, we are now bumped to Marched, lost about 14 days due to this.

3. Biographical page of passport(s)/travel document(s)

The biographical page means the page that has your name, photo, passport/travel document no., issue date and expiration date.

Provide photocopies of the biographical pages of all passports and/or travel documents (valid and cancelled) for the relevant four (4) year period immediately preceding the date of your application,

Also, provide photocopies of any renewal pages of the passport(s)/travel document(s).

Note: If any of these documents are no longer in your possession please explain why.

Format: Clear and legible photocopy

Sorry your application got returned and thanks for sharing your experience, it gives more insight into how a returned application works. You should be happy that it took 2 weeks on a brighter note it used to take 2 to 3 months for applications to come back reading from people's experience in early 2014. I hope you get all the documents and send it off again soon with everything required.
 
Hi,

Yes, we have mailed it back, we just needed to photocopy the bio pages of our old passport.

As a further observation, we were 'surprised' that the application package got triaged quickly, sent back quickly, within 5 business days it was already sent out from their office.

I only wonder if the stamp on the documents stating 'Feb 20 Received' would mean it is still going to the Feb pile or the March pile?

The instructions don't say exactly what to do with the photos, other than to include them. What we did was put them in a small envelope (marked PHOTOS), and then staple the envelope (not the photos) to a piece of heavier stock paper. A ziplock bag should work, too.
 
I wouldn't worry about this delay if I were you. Citizenship applications are known for randomness in processing time. They don't quite operate in a "First come, first serve" basis. Even though you lost a couple weeks here, your application might end up with an officer who's less likely to issue an RQ, or you might avoid a shuffle that puts your papers in a drawer for a couple years, so you never know.
