Hi,

I travelled to India on Critical Illness Care, as my Father In law was not well. He passed away after a month. I am planning to return to Canada now. I understand that I am exempt from hotel quarantine as per the below link:

I am required to sign a solemn declaration signed by a Notary. Can anyone let me know what is the process of doing this. Since I am outside Canada, it is not clear if the declaration can be signed on video call by a notary.

According to the website, the solemn declaration needs to be signed by a Canadian witness. So I think you should contact the embassy or consulate and ask if they can sign it for you. If not, then I think you were supposed to have that document signed before you left Canada; the form does ask for "anticipated" departure and return dates.
