Can anyone clarify this please:

Is 90 days the time frame with which has to file for restoration of status

OR

One has to have filed and got status restored within 90 days

From CIC website:

Applicant requirements
  • apply within 90 days of having lost their status; and
  • meet the initial requirements for their stay; and
  • have not failed to comply with any other condition (such as working without being authorized to do so, etc); and
  • meet the requirements of the class under which they are currently applying to be restored as a temporary resident.

So that will give someone 3 months extra after expiry of their current status straight away.

How long does it take to process - additional?

Therefore additional time as person on implied status.

Now suppose application is rejected - how much time given to pack up and leave?

The 90-day timeframe gives a person 90 days from the date of expiry of status to apply for restoration.
Until status is restored, the person is out of status. There is no extra time on implied status.
If the restoration of status is refused, the refusal letter will include a line saying something like "you must leave Canada immediately as your status has expired."
Technically, the person is supposed to leave Canada as soon as possible (within reason to pack up after living in Canada for some years). I am not sure, I think they give 30 days.
