I checked the official website and basically it is 2 out of 5 years you need to remain in Canada for PR validity.

However, my friend keeps telling me that for new PR, you need to stay 3 out of 5 years in Canada for the first time. But I asked about the source, he gave me some immigration agent website.

Is there a diff requirement for new PR residential obligation?

Your friend is wrong. 3 out of 5 years is to qualify for citizenship. Don't listen to your friend. Rely on the info on the IRCC web site.
