Request to submit passport for PR visa processing while in Canada?

Spouse sponsorship - Outland.
Currently in Canada, we didn’t update the address to IRCC but we did recently apply the SOWP from with in Canada.

Just received a letter to submit the passport within 30 days to the processing center in Ottawa. And the instructions were to provide a return mailing address in Canada or USA.

I’m confused, I thought they would do a virtual landing since we are in Canada?
I’m thinking they are aware that we are in Canada because they asked for a Canadian address to return the passport with visa? Also since we applied SOWP?

You were required to update the address on your sponsorship application when you came to Canada. You now need to contact IRCC and indicate that you are in Canada. You will then receive a virtual landing but it may take a few months.

But why does it request a Canadian return address and to send it to the Ottawa PR center instead of the office in home country and home country return address?

Also we just arrived not very long ago
