I applied for PR in july last year and provided my police certificate upon application which was a few months old at the time of submission and definately less than a year old.
I got a letter today dated april 10 asking me to provide a police certificate for the country that ive spent most of my life (australia)
Ive already done that and i hear that if i dont provide the documents they request within 4 weeks then my application is null and void?
There is no way in hell that i can obtain a new police clearance and mail it to CIC from australia within 3 weeks.
Im an inbound applicant btw. Immigration knows my status and knows i havent lived in australia since i sent my first police check for a work permit in 2009

First thing, check the letter again. Several people reported receiving this kind of letter and there was a wording like "if you did not already submitted...".
Then, did you keep a copy of that police check? If so, try sending it again via CSE: https://secure.cic.gc.ca/enquiries-renseignements/canada-case-cas-eng.aspx

If you indeed need to redo the police check (which would be absurd....), follow the procedure here: http://www.cic.gc.ca/english/information/security/police-cert/asia-pacific/australia.asp
And send a letter to CIC requesting for more time, explaining that you applied for your police certificate. Attach any possible proof of that.
