request for passport without a medical first

Hi.

I reside in Canada, and my parents applied for a visitor visa on Feb 28th. Today they got a message in myCIC that "A decision has been made on your application. We
require your passport to finalize processing your application."

My question is, they were never asked for a medical. They directly got this email 2 weeks after submitting the application and biometrics. So, is this email a good sign or a bad sign?

It's a really good sign! Usually they ask for the passports so they can issue the visa and stamp/attach it to your passport! Please don't quote me on this, but they probably got approved! ... And the medical is not always required, only if they have doubts about the applicants health.

No medical, if they said they were coming for less than 6 months.

Raj they applied online. They attached their bank statements as proof of sufficient funds, proof of property ownership, proof of job, proof of business establishment (these three are to show their ties to the home country), travel history (all the visas for countries they visited previously; this is to show that they often travel and then always return to their home country), proof of income and copies of tax returns.
Other than that they attached the mandatory documents that CIC requires e.g. letter of invitation from me, purpose of visit and travel itinerary.
