Request for passport for primary application but not for dependant

Hi,
I am a "care of" contact for an application for my parents. I have just received a "request for passport" letter from the embassy for my father (primary applicant). But for my mother (dependant on the application) I have received nothing. No rejection letter. What does it mean? Can they reject a dependant and still issue visa to primary applicant?

does it not say send your passport and ALL DEPENDENTS included on the application? mine did!
