Though you could try get your new work permit at the border, the VISA is NOT ISSUED at the border, it is issued by the VISA office.
It is recommended that you apply for WP using the LMO from inside Canada and get it. There are chances that you might get refused at the border for new work permit.
AFAIK, it is always better to apply first and maintain your legal status.
