I'm a PR of Canada since July 2013. I've been away from December 2016 till I returned this July, working full-time in my home country. I have to renew my PR card now that I'm back. Shall I add a Police Certificate to my documents as I hadn't been in the country for almost 20 months?

I don't think that is a requirement. Use the application guide and/or checklist.

Thanks for the reply.

My next question is about proof of residence for 730 days in Canada. I studied at Western since September 2014 till December 2016. I also received assistantship by Western during this period. Are the school transcripts and an enrollment letter enough to prove I've been in Canada? Or shall I send copies of tax files as well?

You should count back since they received your application.

You need to follow the application guidelines and adhere to their requirements.
Thanks. One more Q:
Question 16 of the form 5444 for renewing an expiring PR card asks for port of entry. The guideline says it should be what the CPR shows. Item #46 on my CPR says "Became P. R. at: 3293". It was Toronto, ON where I landed first. Yet, I had chosen Calgary, AB when filing my application in 2009. Does the number 3293 indicates Toronto, ON?

Point of Entry is where you entered Canada for the first time.
For example, I had my immigration intended for Toronto Ontario. But when I got the visa, I landed in Montreal. So my PoE is Montreal.
