Why not call the 1-88 number? Still don't understand what the issue is. If you look at the website all the info is listed there. 3 month wait period is never waived. Sounds like your friend will be returning to her mother so she will not be in Canada long enough to qualify for OHIP.

Should she stay 3 months or 6 months? I got confused about this part.

Can you explain why your friend wants to renew her ohip? It seems like she won't fulfill the requirements to keep it active if she plans to leave after she gets the card. If she is gone for most of the year or more she will have to wait 3 months again when she gets back.
