I have stayed for 3 months in 2007 in Canada on my PR, after that due to my family problem I came back to India,
i have not gone after that any time to Canada .My PR expired in May 2012, Now I want to go back to Canada, what is way for renewing PR card or do I require to apply fresh for Immigration

I am now 46 years old and my mother health and my govt job was main reason to come back.
Now I have resigned govt job and now working in private company
However I want to settle in Canada with my family

Renewing your PR card is the least of your problems. You are in breach of the RO and are at risk of report when you next interact with CIC/CBSA. The government job is a lifestyle reason and will not be accepted as a reason for RO breach. It will be a hard sell to the courts how your mother's health has resulted in you living in Canada for only 3 months in 8 years! I suggest you read this section of the forum...almost each thread or every second thread is from a PR who after an extensive absence from Canada now wants to return. This topic has been discussed to no end. Get a US visa and enter Canada via a land border crossing. You are guaranteed entry into Canada if you show up at the border and prove you are a PR. Even if you are reported for the breach of the RO but appeal you have anywhere between 1 to 4 years to figure out a Plan B while the appeal works its way through the judicial process.
