yes reference letter is a big deal to the visa officers and its the CORE to cec applications without it the chances of getting approved are less then 5% unfortunatley.
just an advise for you,anytime you do not have a document that is required by CIC include a cover letter and explain why,otherwise the officer will assume that you just did not include it for any other reason that is not clear to them.

My colleagues have been applying since 2009 - the last one applied last month. No other supporting documents were included - the only extra was the cover letter.

CEC was introduced back in 2008 and people who apply around those first years got their applications approved fairly quickly and with less hassle as it was still new.
it has became more strict recently and a cap has been introduced since they have been bombarded with tons of applications,i can only say that is getting tougher to pass by now if your application is not perfect by all meanings.
but if you stay positive and determined you will reach your goal sooner or later.
 
The mistkae leothelion123 made was, he did not include a cover letter, stating the facts about why it is not possible to get a reference letter with job duties.

There is NO other way. There is no appeal. Just waste of time and money.

Instead of wasting time, you should prepare your application again. But this time include these:
- A letter written and signed by you, clearly stating "Company denial on issuance of reference letter with job duties".
- Any evidence of the denial of issuance - like email from HR of your company that says, they won't issue.
- Any evidence of your job duties - like testimonials from clients or any other evidence that will help the Visa officer in understanding your job duties.

I hope this helps. People will say about appeal. But there is no appeal (at least nothing positive will come out of it). By the time you appeal, and they reply to your apply, eventually they will just reject your appeal - you can just apply again and get file number again by that time.

It is really unfortunate. :(

Your estimated annual income is $1234.

But I do have the application package submitted to the Consular Office which clearly lays out that I will be working as a .NET developer with NOC code 2174.

There are other colleagues who have received PR with the same experience letter and application package combination. Now one of them suggested I haven't included a specific cover letter. Is that the only thing I am missing here?

Can someone please suggest how to appeal for and re-open my case?

You are lucky to get the rejection very soon. I am in the same boat as yours but I have provided the covering letter with all the supporting documents. Yet I don't have a reference letter. I provided the letter that I had during my work permit petition. It's all luck without the reference letter. But I am still bugging my employer to provide.

Background: After rejection I mailed a covering letter explaining that the letter I provided was the only reference letter my company provides. I also gave a printout of the email from my manager that they won't be able to provide any further reference letters.

I received a mail from CIO today:

I have received your request for reconsideration regarding your application for permanent residence in Canada as a member of the Canadian Experience Class.

Please be advised that your application for permanent residence has been further reviewed and is now being transferred to the visa office in Ottawa for further processing and final decision
*****************************************************************************************************

So I guess I am safe now. But to be extra sure shall I send the covering letter once more with few more emails from different managers that they can't provide an email in the CEC format? Experts please advise.

yes to be on a safe side send the cover letter and those emails to ottawa as well but wait for a week or 10 days to allow your file arrive to ottawa.
in meantime keep trying with your employer by all means to get reference letter with duties and all informations required for CEC,your file been transfered to ottawa doesn't mean you are approved it will be processed there by a visa officer which will decide either to reject or accept it.
the wait game began now,medical request or refusal letter comes around 10 months of AOR letter.
when you email or mail ottawa don't forget to include your file number,uci,full name,country of citizenship,address and category applied under.

Any idea how long it takes to update the status in ECAS - because mine still shows Decision Made? But I received this email that CIO has reconsidered my appeal - today at around 7 AM.
 
it will eventually change to application received just give it sometime,there is no exact set time for Ecas status update

Sometimes it takes weeks for ECAS to update, don't worry about that.
