I know a person who was in canada between 1990 and 2000 and was waiting for his refugee application but he left canada before the decision and went back to his country so 2 years ago he tried to apply for a visitor visa but he got refused bcz of what he did in the past.
So how to deal with this situation? Is there anyway to be forgived?

A temporary visa (i.e. visitor visa, work permit, study permit) probably won't be possible. Focus on applying to immigrate and become a PR instead.

Would also think that he wasn’t waiting for 10 years just to get an answer about his asylum case. Either there were many appeals or the person was in Canada before or after the application without status. 10 years is a long time to get wait for an asylum heading.
