On the CIC website it states that you must wait 5 years before you can apply for rehabilitation for being Criminal Inadmissable. Has anyone heard of anyone getting rehablitated before the 5 years?

No, but if the person has a good enough reason to enter Canada, they can obtain a TRP (Temporary Resident Permit)
