Registering a Business in Montreal, Quebec with Work Permit

I am not sure if this issue has been addressed before however I would appreciate if anyone could shed some light on it. Is it possible to open a business while you are on a work permit in Montreal Quebec ? If yes, then who is the correct authority that I can talk with ?
