I can't comment on a comparison between Regina, Toronto and Montreal. Overall I found the city safe though.
Moving here we were told there were parts to avoid which they call the North Central area. Rents are ok we have a 2 bedroom apartment in the South end of town which is just over 1,000 p/m. I came from Sydney so it's cheap.
We were told it would be really hard to find a place but we didn't encounter that at all. Also my partner had pre arranged employment but for me I thought it would take longer to find a job but I was employed really quickly. Maybe it was just luck.
The city itselfs ok it isn't a big city but getting around is easy. It gets very cold and last year we had a really long winter. There's lots of things to do but you need to look.
Oh and if you like the CFL (Canadian football league) and follow the rough riders you will fit in well! The town is crazy about them.
If you have anything specifically you want to know then ill try and answer accordingly
