Refused visit visa due to family ties and funds

Hello,

I need an advice about applying for visiting visa.

We are 4 siblings here in Canada, 3 of us are Canadian and 1 Permanent Resident. We also brought our parents here as a visitor thru the parent/grandparent visa. Now we have 2 younger brothera brot home that we would like to invite just for a month visit this summer. We will all pay for their travel expenses.

They already applied first time in April and was denied due to several reasons like funds,family ties, travel history eyc. They both again re applied with cover letter addressing the concerns that they lack justifications with the promise letter that we will bear all teavel expenses by giving our employment certificates and bank statements (4 employment cert plus 4 bank statements), our birth certificates, and a travel itinerary. They got refused again due to family ties in canada and country of residence and lack of income/assets, they are both single. We already made a promise letterto pay for all the travel expenses.

How can we justify it again. Do we need to get an affidavit saying we are the one paying for their travel expenses? What else can we say or present for the family ties issue?

Your help and advise is greatfully appreciated.

Affidavits are useless and won't address the refusal reasons.

How long a trip did they request? How much did they show in personal funds to support this trip? (CIC wants to see that they have funds.) Have they previously visited countries requiring visas such as the US and UK? Are they working? If so, what evidence did they provide to demonstrate this? If they aren't working, what are they doing right now? Do they own any property that can be used as a tie?

The challenge you face is that right now their ties to Canada are very strong since there are so many family members here - so they will have to work very hard to show ties to their home country and secure an approval. Most of the evidence you listed related to those of you who are in Canada. What have your brothers provided in their applications?

I would not recommend applying again until you have ordered GCMS notes to see the more detailed reasons behind the refusals. It's possible they may have to forget about visiting at this time since their ties simply aren't strong enough.

In simple words.
CIC is worried that they this will not be a simple visit and then they will try all means to stay in Canada.

They have the funds required $7500 CAN but then it's consolidated as they it it in different banks and accounts. They will only come 3 weeks visit. Both of them are in the Military and they mentioned in their cover letter that they will for sure come back as they have job contract with the Government for 12 years. They even attached a copy of their job contract and they also included an affidavit that they are criminally liable if they won't come back.

My other question is that...is the Immigration won't honor us(siblings in Canada) as someone to pay for their visit?

Ok here are just my assumption how it looks from the point of view of CIC agent:
1. Money - barely scraped together so that they meet minimum criteria. Other than that not much of other assets.
2. Being in military - most people do not like such type of job and if they can just escape then they do it on a first opportunity.
3. Future employment contract is that what it is - will be binding in the future, but it can be left behind now without any consequences.
But they are young, single and able men (most likely) with nothing much binding them in their country. So what will stop them to forget to return or to write a H&C once in Canada or to ask for a refuge once in Canada?

Now other thing that they will prove is how you did get into Canada (by you mean all of you). Those that are now citizens, were they born in Canada or naturalized. If they were naturalized, how did it happened. Were they sponsored by a spouse, did they come for studies and then applied for PR in one of economic immigration programs. Did they ask for refuge and got it and then got PR and Citizenship.
Same questions for the one with PR only.
And also how was they journey to PR of all of you. Did any of you start as a visitor and then he or she changed her status (for example found an employer willing to use LMIA)?

You see a history of your family can be used against you. Especially if they see a pattern there that some of you did a similar thing.

I guess they have to save more funds for the travel then to establish a good tie from home.
As for family history, we all came here as skilled worker.
