You have a masters and bachleors in electronics and want to take a college program in electronics. That makes no sense. How does it lead to career progression in your home country? Why do you need to take a Canadian program when you have a masters. Assume you are over 30 and trying to immigrate as you would not have enough EE points.

Bro go for university (better you choose 2 year program), justify in your SOP about your intentions to study and why you are choosing particular program if you are already masers. Also you can give justification about low marks in your academics in particular subject if any

Opt for specialisation in something which have great scope in India ..apply in a regional university..in a small and rural areas..for ex University in now foundland nova Scotia etc
