refuse study permit because APPLY FROM WHITIN CANADA!! :( what should i do?!

hi,
Actually im in canada as a visitor and i have applied for study permit 1 month ago ,i have acceptance letter and everything but now CIC refused me and
they said " YOU ARE NOT A PERSON WHO IS DESCRIBED IN IMMIGIRATION LEGISLATION WHO CAN APPLY FOR THIS TYPE OF DOCUMENT FROM WHITIN CANADA.... "
WHAT SHOULD I DO?! COME BACK TO IRAN AND I DO IT AGAIN ONLINE?! i dont know the difference between online apply from my country or from canada!
what sould i do? somewhere i have read that i can post my documents to VAC office in Los Angeles.
I was wondering if somebody could help me in this issue.

Did you do a short course that is a prerequisite for a DLI before applying for the student visa within Canada?

you cannot apply for another visa staying inside the country. You need to go back to IRAN and apply from there. That's the way it works with CIC. Sorry mate you got no other option.

where did you get your info ? the rules have changed in 2014..others have done it
