Hello! My friend JP from Manila is 17 years old and is living with an old uncle. His father died a few years ago and he has been transferring from one relative to another. His mother is a Canadian citizen living in Canada since 2006. His mother had divorced his father prior to his death. She is now in a relationship with another man with whom she has two kids aged 8 and 2, both living with her in Canada. Only the 2 kids live with her in Canada. JP has been begging his mother to sponsor him to Canada as life is so hard living alone, but her mother refused because of the hatred she had for his father. JP's grandmother (sister of his father), also a Canadian citizen is willing to take him to Canada but doesn't know how since the mother declined to cooperate. Is there a way for JP to come here aside from sponsorship? Can he come as international student and once in Canada appeal for his permanent residency through his mother? Your advice will be highly appreciated. More Power!

The only way for him to get PR through his mother is for her to be willing to sponsor him for PR. Otherwise he would need to qualify for PR on his own through an economic immigration stream like Express Entry based on his education, skilled work experience, language skills, etc. This obviously won't be possible now and he would need to wait several years until he has completed more education, gained a few years of skilled work experience, etc.

Yes, coming to Canada as an international student is one option that is possible now if he meets the requirements. He or his sponsor will need to have a bank balance of at least $25,000 to cover first year tuition and also living expenses.
