Refusal of mine as study visa

It is pathetic to say that my visa is get refused twice but all documents, financial things , relevant courses is my right but I totally shocked to see that my profile is not good. I ask to some intelligent person and lawyer also they said I have good profile as I done my education as graduation 68% and give pte exam as 57 score not less than 52 means 6 each so this my eligibility to canada and i choose course mobile and web development as I done graduation in computer science so well so my course is relevant and I submit full fees of my course in oultan college and gic fund in Scotia bank so tell where is my financial is not good!!!! If I there is any chance to file against the Canada embassy then I definite want my questions my answers ?????

Actually the reason maybe success rate with PTE is going down since the application is under non sds category. This is just my opinion which I herd from some consultants.
