You can apply as economic immigrants like anyone else.

In order to claim asylum in Canada you would either have to enter Canada but you will likely struggle to get a visitor visa. The other option is that UNHCR may offer to resettle you in another country. You can’t request Canada and only a very small fraction of current refugees are offered that option.

Do you think that my friend should apply for refugee in Alberta or Ontario? Is it true because in Alberta there are few people so the judge will focus more and more each one, and will make it even more difficult while in Toronto and Ontario, the judge understands easier than in Alberta because there are big numbers of people, who apply as it is entrance for many people. I mean what do you think for those of you who have an experinece?
