Hello,
I am international student in from india.
I applied for open spouse work permit of my husband and got rejection last month.
Can he come as a refugee and will the IRCC approve his claim???
Will be there any complications in getting claim by IRCC as i am already in canada??
Will they refusse

Others can comment but Unlikely to be able to claim refugee status from India. In the first instance anyway would need a valid a TRV to even get to Canada. What reasons do you think he has to be able to claim refugee status ?

But even if he were to get to the Canadian border what reasons would he have to claim refugee status. Is his life in danger or being persecuted from a religious viewpoint for example or subject to torture? It is not as simple as turning up at the border plus CBSA will see the rejected work permit and just think you are playing the system.

Be aware of the following. His failed refuge claim (which will most likely happen) can be problem for you as well (whenever you will be asking for any other visa - like student visa extension or PGWP).
Instead of trying that you do not you first check reasons for rejections and try to deal with those first.
