I need your advice regarding an issue with my dad’s Refugee Travel Document (RTD) application. The application is currently in progress, but we were recently contacted by the RTD processing office about a discrepancy in my dad’s name.
When my dad submitted his refugee claim and related IRCC forms (e.g., Basis of Claim, etc.), he only provided his last name (surname/family name). However, when he received the Notice of Decision (NOD) letter, his name appeared as "John Stephen MAYER"—with no clear distinction between first name and last name. The RTD office has interpreted this as:
Last Name: MAYER
First Name: John Stephen
The issue is that my dad’s Ontario photo ID card shows his full name as "John Stephen Mayer", with no separation between first and last names. All his other documents—his SIN, work permit, and refugee claim—also consistently reflect this format, listing his full name under the last name field, with no given name indicated.
Now, the RTD office is requesting that my dad correct his Ontario photo ID to match the name format on the NOD letter. However, when we went to ServiceOntario, they told us they cannot update his ID because all his Canadian records (visit visa, SIN, work permit, etc.) are aligned with the current name format (i.e., full name as last name only).
We are in a tough spot because we’ve already submitted his PR application under the current name format, and initiating a legal name change might complicate or delay his PR process.
Could you please advise on what steps we should take in this situation? We want to comply with the RTD office’s request without jeopardizing his PR application.
