No - not on your own.

You would need to be outside of your home country and be recognized as a refugee by UNHCR. You would then need to be sponsored through either a Group of Five sponsorship (if you have family or close friends in Canada) or by a Sponsorship Holder Agreement organization.

Thank for your response . i was refused Canadian visitors visa recently ,likewise my sister that lives in Dominica . she was also refused twice . We have blood relations in canada and we really want to live in canada . please advise us about the best possible way to achieve our dream . my sister have a pre- nursing certificate and works as a caregiver / nanny and i work with government as an adviser

I don't see the refugee process being an option. Individuals from Dominica aren't refugees.

You will need to research Canada's economic immigration streams like Express Entry and qualify based on your work experience, education, language skilled, etc.

UNHCR will decide where you are resettled. They will refer you to a country & it may not be Canada. https://www.canada.ca/en/immigration-refugees-citizenship/services/refugees/help-outside-canada.html

You can certainly express your desire to be resettled to UNHCR but you can't specify a country. In reality a very small number of refugees are ever resettled.
