Hello, can anyone tell if a reference letter have a validity period? I have letters written in January 2023 and planning to submit my application for permanent resident by the end of this month or next month. Can I still use them or request another from my employers?
 
Reference letters don't expire. If they're well dated they'll be able to tell what's what. For instance if you have a validity letter saying you worked in June 2019 to the present and it was dated December 2022 then it wouldn't Assume that it is still stretching to 2023.

Your illustration is how I have it. Started working there in September 2022 and letter written in January 2023 and says till present(12th January 2023). I still work there and wanted to submit same letter now. I understand it won't assume I still work there but I have payslips I am attaching that is of current date(January, February, March and April 2023). I guess they can agree I still work there?

They can but if you're not afraid of your supervisors, then just ask for one. You can pre-write it with your offer letter as a base.
