I have a friend who has worked as an Accountant for 15 months, but currently working as a Financial Analyst. The problem is that his previous company is not willing to give his experiance letter as an Accountant, but his senior supervisor is willing to give a letter on a blank sheet of paper not on the letterhead. Supervisor will also give his business card.

Will this be sufficient?

He can try explaining in cover letter that his employer has denied issuing him exp letter and he has the reference letter from his supervisor along with business card. I am afraid it may not be sufficient but no harm trying.
 
The problem is that I had applied as a Skilled worker in March 2009, but withdrew my case as I was unable to get a reference letter from my employer....but now i am planning to apply again with the hope that my supervisor will help me...

kindly advise me that is it worth applying again? as working as an accountant I only have one proof (letter from supervisor on blank sheet of paper with his business card)

I would like to know one info on this experience letter.

When getting the letter from employers do we need to get it addressing to "To whomesoever it may concern" or Specifically mentioning Canadian High Commission ?

To Whomsoever it may concern is good enough

Some organizations want to mention the purpose others do not, so In my case all my letters are addressed to " To Whomsoever it may concern" and in one of them it says it is for Canada Immigration purpose only
