CharlieD10: I think it is still best to file soon after marriage if that is when the applicant wants to immigrate. If the couple is staying together somewhere outside of Canada for 2 years or more, then the new regulations will mean they get a non-conditional visa, which is reasonable I think, since they have shown the marriage must be working on some level.
But if a couple are separated - one in Canada and one abroad - and they don't file soon after marriage, it will still look suspicious. If the VO asks why, and they say, oh, we wanted to be married for two years before applying so we wouldn't get a conditional visa, I'm pretty sure the VO will take it as evidence of a MOC.
