Seems as they are admitting, regardless of the the number announced. I guess we are to assume it is a moving target...meaning no cap or at least a flexible one. Brilliant!

I don't know if the 10k is a cap... or if it's just a target they want to reach.

But if it's a cap why is it 10,000? Why such a low number? Of course if they are going to lower the requirements much MORE people are going to apply, then why have the cap so low... Makes no sense lol

Yeah, why even introduce a cap when they actually want more people to join this program. Hence why they lowered down the requirements since they want more people to join this program.
