Recommended pass

Called the agent and said since my eligibility is recommended passs and it awaits review by second agent.
what is the difference between the second and the first agent? Does the first agent digs deep enough in the application or just checks if the files has all documents? Are both agents having same qualification ?

probably the first one is junior and the second one is a senior. i don't know the percentage of declined eligibility after recommended pass
