Receiveng file number does it means my case is eligible for process

Hello Qorax and all senior member

First--If one get file number does it mean that his case is eleigible for processing?
Second-- When we got our file number that does our file move to local emabassy like I am from New Delhi?
Third-- I am asking because before one & half year i got my case rejected & i have reaapplied in feb 2010 now my occupation is under 38 list because i get promoted on before one year in the occupation which falls under 38 list. I am in afraid that will they satisfy from my case I will provide all the experience document & job promotion letter .

Please suggest if i get my AOR( file number) then does it means they are satisfy & my case will be eligible for process

First - No it just means a case/file has been created and the file number is your reference number for further communication
Second - Yes the file is transfered to the local visa office (Electronically)
Third - If at the time of application your case meets the required criteria, you do not have to worry at all. Now you may ask questions about meeting criteria so for FSW either 1 year continuous work exp in the 38 list or 1 year work exp or student in Canada or Arranged employment offer. Any three will make you eligible plus 67 points marks.
