I have a question when someone re-apply again does immigration office open the old file? and if you someone got refused twice due to not meeting some requirements and then apply for the third time when meeting the missing requirments, is that ok. Does it conisder as a new applicant?

i just met with a lawyer and yes they have all your application details no matter how many times you applied. Also why it was refused and everything you basicaly did with the application. The jst go with your client id number and everything shows up.

So if you were to reapply you have to explain very very well as to why you are reapplying and provide strong proof along with the missing requirements. My application just got refused and I wish i could turn back time and re-do it.

Whatever the requirement is just MAKE SURE its very convincing as to why you have it now and didn't have it, otherwise wait until you have everything to convince them.

It's a new application, but you are not a new applicant. I believe on Schedule A - question 6 you have to disclose if you have ever applied for visa/been refused entry to/ordered to leave, etc Canada or any other country. If you answer "Yes", then you have to provide details. Usually a brief statement is enough because the visa officer has access to this information anyway.
