I got my landing approval and came to canada and got my PR card in 2007 but unfortunately I had a situation where i decided not to move to canada cause i had an old mom whom needed my care back in my country. If i want to make an appeal to reinstate my entry back to canada without starting a new process, then where do i need to go or what is the full process ? Appreciate if someone can assist
 
You have 2 option that I see, and neither are very promising. You can enter through the land border with the US and hope you aren’t reported or you can apply for a PRTD (given your length of absence, I wouldn’t recommend this). In both situation you stand a significant chance of being reported for residency obligation. You could appeal, but given the time outside of Canada and your limited ties and establish,ent here, I’d say your chances for a successful appeal a very low.
