Hi, my TRV is expired but my open work permit is still valid. I travelled out of Canada a month after i submitted my extension. Can i re enter Canada back from USA ?

No. You need a valid TRV.

You can only enter from the USA without a valid TRV if the only country you visited was the USA. However my assumption is that you are outside of the USA and are asking if you can fly to the USA and then re-enter Canada without a valid TRV. Is that right? The answer to that is no.

Yes, you need to apply for a new TRV now and then wait for it to be approved before returning to Canada.

You mean a visitor record / visitor extension? If so, that is useless once you have left Canada. An approved extension does not allow you to re-enter Canada. You need to apply for a new TRV. I would do that as soon as possible.

As per @scylla comment, you are not TRV exempt, you need to apply for the TRV from where you are now. The risk you are facing is if your TRV processing time overlap your work permit expiry date, simply if your TRV is approved after Work permit expiration.
