Re-applying for PR

Hi,
I'm writing for a couple from Albania, who are friends of mine. They were granted PR back in 2006 but although they came to Canada for a week or so, they went back and never returned. Consequently their PR status was lost.
Now, they wish to apply again, definitely regretting their earlier decision, but they wish to know, first:
What are the chances that they will be given again PR status?
Does the fact that they forfeited the previous status might be a no-chance for a second time? Although this is not officially mentioned anywhere?
They wish to try applying to QC first, given the main applicant (Wife) speaks french, but also ON or other provinces. Which of these provinces is easier to apply to?

PR status can't be lost automatically. It could only be revoked through an official process.

Right now they are still PR even though they never lived in Canada. They need to first submit an application to voluntarily renounce PR status before they can apply for PR again. Renouncing status will not affect their new application.

Particularly they wish to know whether not having a job offer or contract in Canada, can they still apply? It looks like having a job contract in Canada has become an eligibility requirement recently.

Yes - they can still apply even if they lost their PR status in the past. No - this won't be held against them.

No - having a job offer / contract in Canada has not become an eligibility requirement. It makes it easier to qualify, but it's not a requirement.

A PR status can automatically be lost if the PR holder is in less than 2 years over a period of 5 years.

No - that's incorrect. PR is not automatically lost for this reason.
