I called cic today the guy told me that the bg is completed but yet final decision has not been made. I was thinking of applying for bowp but the guy told to wait a bit and see. Any idea how much time it gonna take?

How long is left on your current permit? I wouldn't take the opinion of a call centre agent when deciding whether or not to apply for a BOWP. Of course, you can wait until last day of current work permit to apply for a BOWP and then you will be on implied status.
